Is it legal for landlords to recharge utilities to tenants?

Yes, where the tenancy agreement allows it and the charges are fair and transparent. For resold electricity there's a Maximum Resale Price set by Ofgem — landlords cannot charge more than the underlying supplier cost. We build that ceiling into every bill we issue so you never breach it.

Do we need sub-meters to recharge tenants?
